As has been opined, and to which I agree, this frame is likely an 80's model. Even thought the pictures are poor (and that's being kind), in the overall shot there appears to be the slight bumps of bottle cage braze-on on the seat tube. If that's true, this frame is likely '83 or later, and possibly as late as maybe '86 or '87. I've owned quite a few Dr Rosa frames from that period, and there's not a lot of differences, except maybe in the rear-drop-out/stay-attachment details and finish.
Just speculatin' of course, but I'm pretty sure this frame isn't from the 70's.
