Wasn't there a thread a few months back on Cinelli track bikes with that very same paint scheme? IIRC, the paint was for a German Cinelli distributor (Brugelman?). And I sure missed this one when it was offered to the list at $1000. You'd have a hard time buying the parts for a thousand. I think this is the thread:
