As I understand it (the story may be apocryphal) there was an S-class keirin rider in the late 80s/early 90s with some sort of physical issue that was resolved through riding a frame with a very steep seat tube. He had a period of great success, winning a number of races. Racers being racers, a number of riders had new frames built with this steep seat tube, believing it imparted some edge to the rider. Eventually, the fad faded, but frames with those ridiculous seat angles continue to pop up occasionally -- I've seen them from numerous different makers.

The lugs are 3Rensho "MODEULO" lugs, really nice. Photo of an unbuilt set available here:
