While I'm no frame builder, I suspect that this was built for a sprinter. The seat tube angle puts you almost on top of the cranks, making it easier to get up to speed, thus reaching a max speed quicker. When you are in the drops you literally feel like you are falling forward! That's my take on it. If someone knows more/better than I, please feel free to drop some knowledge.
