  I received my new-er vintage JT Touring frame today and although it has some rust under the 'respray', it is presentable after a bit of touch-up.   My question is what are the two little blips brazed under the down tube?  They are shaped as though they were made to run a lighting cable through the DT.    I tried to clean them out and was surprised to find they did not go all the way through the DT and present an opening into the void to run the supposed cable.  Were these left 'closed' and just up to the shop or owner to drill open and use?   BT
