Peter:  The 'blips' are above the shifter braze-on's and one near the BB, both centered on the bottom of the DT.  They have a slight tear-drop shape and have a 'tube' type hole in them, each facing the opposite direction, as if they were a tube and then were form filled around it.      I have many bikes with the shifter 'stop', so I know what they are and look like.  BT

Depending on their placement, they may be stops for the clamps for downtube shifters, downtube cable stops, water bottle cage, etc. They would keep the clamps from sliding down the down tube.
