Kathy, it sounds like what you are describing is the little round blue tag that Campagnolo attached to their brake calipers, near the adjustment barrel, when new. I don't think it serves any purpose other than some sort of indentifying decoration. I took mine off when I bought a new Campy brakeset in 1974, and threw them in the box. Still have them!
