Hi , I had this same problem on my '73 P15. Even with long reach Campy brakes with a drop bolt and a little fudging of both the cross bar mounting hole and the pad slots in the brake arm, the top of the pads are 1/8" or so above the top edge of the rim, (standard Weinmann originals). The actual braking surface is slightly below the top edge of the rim so this is not my idea of ideal. I have a '71 chrome P15 with the same set up and it fits better (with no mod's.) but not low enough to be correct. I have tried several long reach Campy calipers and they are fairly consistent. I feel there is some discrepancy in the dimensions of the Paramount frames because I have see this on other P15's that seat correctly on the rims. My other chrome '71 P15 fits perfectly with this set up but it is a much shorter frame (21" vs. 26" & 27"). The angle of the mounting hole in the frame is critical , a little bit there makes alot of difference at the pads. The bike looks alot cleaner with the Campy brakes and is lighter by a bit too.
