Subject: [CR] on-topic side-pull brakes convertible to down pull?

I'm building up a Jack Taylor mixte frame that has rear brake cable routing that brings the cable from under the brake. If I'm correct, this requires a side-pull that allows one to reverse the location of the cable-fixing bolt and the housing stop. In other words, the cable fixing bolt needs to be on the top arm and the housing stop on the bottom arm. I have a Cinelli step-through frame that requires the same cable routing and it uses a Weinmann Type 730 caliper. Do I have any other options? Are there other calipers that allow this modification? BTW, I've wondered why a Cinelli would use a Weinmann caliper instead of a Universal. However, it appears that a Universal 68 doesn't allow the modification required.
