A ham fisted hammer mechanic could do anything but it's not recommended because metric BB threads are 1.378" in diameter vs. 1.370" for British and 1.375" for ISO. Also the thread pitch is 25.4 TPI for metric vs. 24 TPI for the inch sizes.

To add to what others have said about Phil Wood BB, they not only make Swiss lock rings (cups) but they still make 26 TPI rings to fit old Raleigh BBs.
