Not that way... No, I suspect someone has puddled up the brass there so as to fill for in a crash damage.

The down tube surely needs to be replaced. A skilled repair man might be able to save the head lug. Might be worth it as that is a very nice frame, my guess middle to late 1970s. BTW, the top tube cable guides I think have been added as well. Placement/spacing is not quite right. It probably did not originally have them at all.
