I have a Behringer touring frame (with DO eyelets, DT stops for barend shifter housings, moderately large rake). I got it cheap on eBay last year due to a dent in the downtube where an SP barrel adjustor evidently hit the frame. (If one can avoid being anal about small dents of no structural significance, one can sometimes capture some amazing bargains.)

It has the same stays, scolloped and open at the end, and in fact the fork blades also have this treatment. It would seem this must have been a Behringer signature detail.
