It's not a Pantografata, AFAIK, as those are not the right panto bits - I believe they're later, as you suggest, but I think still plausibly fairly early versions(?) The details point to about 1974 to me - only lower headlug cutout, but holes rather than the club in the inside fork reinforcement piece. The fork crown looks correct to me for circa '74, lacking the addition of "Colnago" that kicks in around '76, but also lacking the two holes in the points that characterized the earlier crowns.
