A few have already pipped in. Montagner were made in Passarella, Venezia. I had a very similar frame as you have pictured and I liked it very much. Had either Oria GM 0.0 Ribbed Tubing or Oria ML 25 with slight indentations along the main tube lengths. Not a lot of info out there but I think yours still has the sticker with reference to the 4km Team Time Trial world record at Colorado Springs in '86. I am not sure if it's in the archives but one fellow responded to my requests a few years ago with some info about hosting the Czech national team that were out here for the event.
Perhaps similar to yours mine had a fade paint job and was chromed beneath but only polished on the stays and forks. One of those frames that I thought were as good as the bigger Italian names but that only a few knew about as few examples made it out of Italy. A keeper without the cache for sure.
