Guys,

I have something similar to the No 628 part shown, but not Camag). I'm using it to stop the rear derailleur cable on the down tube just above the BB. Another (smaller) one is on BB end of the chain stay and the bend over the BB is then taken by both outer and inner cables. I also have an old Bates where these stops are brazed on. Is it possible it was also intended to go at the top of the DT to stop the cable from a bar end lever, when a single front ring was used. I can imagine an application when used for cyclo-cross as most riders used their normal bike with a changed set up in those days.
