Before sanding the stem, remove the top nut from the headset and see if the stem will go into the head-tube without modification. I have, on occasion, worked on bikes with French threaded steering tubes which were reamed to 22.2mm by the manufacturer.

In those cases, I believed it better to slightly enlarge the inside diameter of the headset's lock nut.
