No, I think Harvey's right.

Our (Nikki's and Mine) Follis came with one of these, it's a french tandem standard and your local shop can order them from Mel Pinto. I measured it several times and this size is very close but in no way directly compatible with 1 1/8" MTB headsets.

I reamed the headtube out for a 1 1/8" headset and had a local builder/ machinist/fabricator friend ad a little brass to the threaded part of the steerer. We cut new threads for the 1 1/8" headset and it works perfect.

On a side note when selecting a stem the french (22.0) felt a bit sloppy. The good to better quality 22.2 stems in the drawer fit nicely but wouldn't fit the locknut on the original french headset. With the 11/8" headset in place there was a bit of a gap filled nicely with an "o" ring and a bit of grease.
