Neither the Weinmann levers nor the Mafac calipers are responsible for the squealing. It's the Mafac pads that squeal. If you replace them with something different - Kool-Stop salmon-colored pads are nice - the squealing will stop.

For the Top 63 brakes, you'd need a slip-in pad, but that is available. Of just live with the squeal. The last bike with Top 63 and Weinmann levers which I rode (the 1965 Cinelli in "The Competition Bicycle") didn't squeal. But then, the brake pads were original from 1965 and quite hard. The brakes still worked wonderfully, though.
