"Arctic" bike, 70's vintage, 54 cm, made by Stella of France for the Canadian Arctic Cat snowmobile stores to sell during the non-snowy months of the year.
Looks like a step down from the all-Campagnolo Stella Tour de France model, but by the chrome fork and stay tips, may be the same frame (Columbus).
A real grab-bag of parts, some Simplex, some Campy, Nervar cranks, Mavic tubular rims, Weinman 610 brakes.
