Apparently a Somec.  Check out http://www.ridecleanteam.com/content/somec-bicycles

I seem to recall seeing one at the 1977 Arkansas State Road Racing Championships in 1977.  Very clean.  I was racing my Raleigh Pro Mk IV as a Cat IV that year.
