"Back in the day" we used Fast Tack and had great success. Fast, clean, strong bond.

We would put a thin coat on the rim, thin coat on the tire, let them dry for 30-ish minutes, then put another thin coat on the rim and mount the tire. This gave enough budge to let us straighten up the tire before everything set.

Strangely the tire gluing repair tickets always ended up on my pile...

I don't know about modern formulae though, it could well have changed.
