For international mailing, I would only use the US Mail; it is reasonably priced, safe, and, depending upon the country, fairly fast. I would check Australia carefully: I believe items shipped to Australia through the US Mail can only be a total of 79 inches (length plus girth). Unless they are small wheels, 27 inch and 700 cm wheels will not meet those guidelines.

I do not know why certain countries have the smaller size limit. For example Australia has the 79 inch limit, but for New Zealand it is 108 inch.
