Domestic cars built in California have been painted with water based paint for over 20 years, coinciding with the transition to the base coat/clear coat system. You can recognize them by the large areas of peeling paint on the hood and roof. This resulted in a lot of recalls since the 1980s. Of course, the paint companies will claim that these water based paint systems are now perfected, but that's what you'd expect them to say.
