Michael,

Paint the edges of the lugs. It requires a different approach to masking, and there are some tricks to success; but that is proper. I used to do it the other way and still generally do, but for a Cinelli it's probably best to mask the they did it. Which way one goes depends on the project.

I believe the Cinelli headbadge screw is 2.6mm.
