Tough to tell from the pictures, but the rake on the fork looks "unusual". The paint color - not what I'd expect. Triple crankset???
The frame could well be what is claimed, but the serial number would tell. I would expect it to be an "E" or "F" prefixed number.

\r?\n> The first hint that something isn't
\r?\n> right about this bike are the "Tri-Wing" tamper resistant
\r?\n> screws holding the Raleigh head badge on. Raleigh used brass
\r?\n> or later on, aluminum rivets to mount the head badge
\r?\n> (possibly standard brass screws too).
\r?\n>
\r?\n> Next, Reynolds didn't start using adhesive backed decals
\r?\n> with "Reynolds Tube Co. Ltd." in the gold box until 1974.
\r?\n> The "TI Reynolds Ltd." versions didn't come into use until
\r?\n> later.
\r?\n>
\r?\n> This bike could have come from Raleigh as a rare "limited
\r?\n> edition" and someone later replaced the original Reynolds
\r?\n> decals with the newer style but proof of provenance lies
\r?\n> with the seller.
\r?\n>
\r?\n> Raleigh did so many undocumented things especially during
\r?\n> the Bike Boom era that I'm not going to comment on any of
\r?\n> the other abnormalities (such as the quality of the paint
\r?\n> job).
\r?\n>
\r?\n> Finally, there's no picture of the Campy brake QRs -flat or
\r?\n> domed?
