You might try Freeze-Off. It is a penetrating oil aerosol spray coming out of the nozzle at very cold temperature. The parts shrink a bit in chilling, which may break them loose from each other plus the shrinkage will allow better penetration by the oil. Useful for bike parts, handlebar stems, etc. Available at auto stores, Amazon.com, etc.
