Hi List, I have a Raleigh Comp.G.S . It is a 1977 model and it has Campy dropouts. The serial # has a WK prefix to designate Worksop manufacture, just like an International or Pro. So at least on the later 70's models it should be easy to tell the English ones from the Japanese. Unfortunately I dont know what if any prefix the Japanese frames had but I am sure it wouldn't be WK.
