Subject: [CR] What The Heck??? (Cinelli Stem Query)

A buddy just picked up an 80's Cinelli Super Corsa and the handlebars are hangin' on something mighty strange to my eye: It looked like an arm rest from an '82 Buick Regal...I was shocked that it didn't have an ashtray on it anywhere... I did notice that the whole thing was hinged (in the front) and stamped "Cinelli". The entire top of the stem (insertion hardware, etc.) is concealed by something I can only describe as a "landau top". I was half expecting to be able to pop it open and find some old wads of chewing gum in there, but ya need a 6mm allen key to release the darn thing. So. Was this device an elaborate/creative way to smuggle narcotics across the border? Or is it filled with cinnamon toothpicks? Or does this thing actually appear in a Cinelli catalog somewhere? If so, what years what is available and what is it's model name? It reminds me of zebra print, black lacquer furniture, Patrick Nagel paintings, mini blinds and Phil Collins. It's revolting and I HAVE to have one.
