Alan,

If the rust spots are small it's probably best to just scrape the rust off to get to bare metal. I use exacto knives for this with either a #11 blade or a #10 blade. Between the two you should be able to get the areas clean. Then dab in some good primer. Let dry well then sand carefully with 600 grit. Spot touch up the paint. You might be able to blend in those spots with 600 grit to get it all smooth. From there, a complete clear coat would be the best finishing step.

I have a '46 / '47 Schwinn Paramount with original paint and decals. The overall condition isn't great, but it's my intent to preserve what's there and not repaint.

There are many small rusty spots on the frame that I'd like to address, both to stop further rust, and to make it look a bit more cared for / less shabby. I assume the rusty spots are where paint was chipped and the bare metal exposed -- so I'd like to get back to the bare metal.

This seems to be common practice with old bikes (& other vintage metal), but I couldn't find much info on the topic in an archive search. Some of Eddie Albert's bikes on his website (e.g the Pop Brennan) show just what I'd like to achieve.

What are some best techniques for doing this? Careful wet sanding with 600grit paper? Once the rust is gone, what are thoughts on clearcoating -- should the whole frame be sprayed, or just spot-coat the bare metal?
