I believe that the Peugeot UE8, the bike with UO8 level parts, but integrated rack, metal fenders and lights, used those brakes. So that would make them not uncommon at all in the European market, I'm pretty sure, but less common in the States, where bare bikes like the UO8 sold in far larger numbers.
