Wow! Now I see the bike for sale. That's quite something, and the first one like it I've ever seen that seems to be original paint and graphics. The most interesting part of the bike to me is the lugs are the old Cinelli/Masi sand cast lugs if the 60's era frames. That fork crown was also used on the '69 Colnagos. I think this is a pretty rare bike. Looks like it's in my size range. Couldn't afford to own much more than the handlebar tape on this one. Some lucky person will end up with a great piece. I'd love to take it for a spin!
As far as plug stay treatments go; several types existed back in the 50's and 50's. Bianchis have had machined caps for ages. The cinelli stay arrangement is a plug style deal. The Colnago seems to be the early version of the machined plugs of the 80's. Just file a groove in the side to expose that point effect. You can't get that effect from a cap type approach and have a junction of integrity. You would be filing into an exposed tube.
