James, amongst the shortest I have seen (though a few years post-'83, if I recall) are Dia-Compe's Aero Gran Compe 300's. 37mm minimum reach, 43mm MAX reach, if you can believe that:

One of those should be perfect for your road-worthy track machine.

I once swapped a pair of Campagnolo Victory short-reach calipers on a bicycle that came with the AGC-300's OEM; had the pads all the way up in the slots and just barely (probably by half a mm or so) cleared the bottom edge of the rim's machined surface.

Esteemed listmembers, ? ? Need a front brake for a track bike. Universal 68 front is too long. I am pulling my hair out for a solution. From the center of the fork hole to the bottom of the braking surface on the rim is about 43mm. What are my choices. Help Please!!! ?
