Yes, probably TIG welded, as that is the "claim to fame" of Stelbel, as being the first Italian shop to produce high quality TIG welded frames.

Too bad its not my size, I do seem to have a weakness for quirky and unique designs. The Stelbel shop is near one of the Milan airports and visiting that shop is always on my to do list when I'm in Milan, but it hasn't happened yet.
