It looks like the factory did both.
My (regrettably) beat up Catalogue n.17 shows 1048/3 which has extra-length p/n 830 Triple chainring and cyclocross fixing bolts and p/n 831 Nut for bolt 830, like the Norman Fay.
The next page shows 1048/5 of the style you describe from your Paramount. I have the right arm of this type as part of a tandem set and it's a thing of beauty!
