Not unusual for bottles to jump up and even out, David.

Some hold the bottles better than others. Many of the earlier cages of the 1930s through 1950s had small springs mounted in various configurations to keep the thin steel wires tensioned around a bottle. This carried over into later years, typical model was the popular, widely distributed, perforated stamped steel cages from REG (Italy), and I have a later era Coloral double bottle handlebar cage with a rather similar latching mechanism.

I wonder if other handlebar cages have the same problem. The bottle would be moving a great deal farther when it's mounted on the bars than it would mounted near the center of the bike.
