I have a Park seat tube sizer which I use to round out distorted seat tube/lugs - its solid, hard and tapered and can be tapped in and then has a slot to get a bar in and remove it - quite a few frames come with seatposts which are a size or two, too small and this normally rounds the hole just nicely as well as checking on the size...

With this frame it is also possible that the seat tube has been brazed in upside down - it may sound stupid but that sort of thing really does happen... and that would account perfectly for the 26.8mm size...
