Hi,
I'm new to the site and was pointed here by Bob Freeman. I have an unknown French(?) bike that I'm trying to identify and he indicated that there are plenty of Francophiles on the list who may be able to help. I'm saying that it's French bike based on the 22.0mm steering column size and some other details that could support the claim. It has chrome Campagnolo
dropouts, therefore, it is at minimum a decent quality frame. My goal is just to find out what it is, French or not, as I may want to restore it depending on what it is. Four pictures are listed on the following link. I can add any additional pictures that may be helpful.

as follow:
The serial number is on the right side of the seat tube close to the top "71A1390" (visible in one of the pictures).
The
underside of the bottom bracket shell has "21" on both ends and the frame is a 21" C-T seat tube. I was told that a French frame wouldn't have a size stamped in inches unless it was made for the U.S. Market. It also has round
holes where the down tube and seat tube enter it (seen in the second
picture).
The seat post is a 26.8. I don't know if it could have originally been 26.6 which would support the French claim, or if 26.6 would have always been to loose if a 26.8 fits.
Bob said that the lugs are French Prugnat 62D.
It has a Stronglight bottom bracket and cranks (not currently on the bike). I don't know the thread sizing.
The seat lug looks similar to a Frejus though without the cut out.
The bike was repainted at some point. It has engravings on the shell from a previous owner who was obviously from NYC where I picked up the bike.
If anyone can help me with identifying this frame I would be grateful.
