Thanks to all who responded. The consensus is that a Regina splined Phil Wood thin wall freewheel tool is what is needed. I was using a Park tool which is advertised as working without removal of the lock nuts...not true...the tool ID doesn't clear Nuovo Record or early Dura Ace lock nuts.

Does anyone know of a source for the Phil tool or have one they would sell.

It was also suggested that the splined FW was not period correct for '69 / '70 so I would still consider another FW.
