On a similar note, I'm thinking of installing a French 22mm quill stem into an English 22.2 steerer. Is this going to be too loose?

Before sanding the stem, remove the top nut from the headset and see if the stem will go into the head-tube without modification. I have, on occasion, worked on bikes with French threaded steering tubes which were reamed to 22.2mm by the manufacturer.

In those cases, I believed it better to slightly enlarge the inside diameter of the headset's lock nut.
