Tom, I'm pretty sure those are the famous Callton/Raleigh "Capella" lugs. According to a website dealing with Carlton, these were used on various Carlton and Raleigh models from 1959 to 1966. I know they were used on some early 70's Raleigh Competitions. Their use on International may have been only certain years in the 1959 to 1966 perios, but I don't know which years those would be.
By the way, does anyone know how these lugs got the name "Capella"? To me the name would suggest a simple lug style, ( like a capella singing), but I think "capella" is Italian for chapel. Did the tall central point on the Capella lugs perhaps suggest the spire of a chapel?
