Not sure if Georgina Terry was already building frames by the CR cutoff or not, but if not, I think she was pretty close. I don't think she has built frames for many years now, as running the clothing and components business has probably taken most of her time.
If we talk about KOF builders, there is Mary Pfeiffer of Koolbikes. There was a feature in Bicycling magazine not too long ago about current, mostly young, custom builders and there was at least one woman amoung them. I haven't attended NAHBS for several years, so I'm not sure what woman builders may have exhibited there.
