First, the obvious: did you 'toe-in" the blocks?  I usually consider that a first line procedure for squeakers. Most arms can be bent, (although I'd use shims or adjustable angle shoes on Universal brakes).  Having said that, in recent years I have encountered brakes that required the counter-intuitive tactic of doing just the opposite: toeing the blocks OUT. (go figure!)

Also, Mavic makes a cool little "Brake Eraser" that cleans rim surfaces really well with no liquid mess.
