Proteus Design had a (big) drawer full of Silca foot pump parts the last time I stopped in after Ken Sanford's vintage ride a couple years ago. I don't remember seeing the leather cup shaped washer, but check them out. They're in College Park, Maryland. Their telephone number is (301) 441-2928 and the owner is Jill DiMauro, who at least used to be a CR member at jill@proteusbicycles.com

Good luck,

Dan Artley in Parkton, Maryland USA, who's an owner of a not so nicely preserved Raleigh Pro that rides just great!
