Dear Mathew.
Yes, I believe that yours eye's do deceive you. Lets consider this from the component manufactures and frame builders point of view. Designing bikes that require different sized brakes in the same bike adds time, complexity, and cost to both the brake maker and the frame builder, and since these people are trying to make a living in a tough business, I'm sour they would rejected something like this at a moments notice.
More likely is someone found one of these old Camy brake adopters and installed it so they could have the improved braking power of short reach brakes. Back when I was a young thing I did the same thing on my gas pipe Univega. Much to my Mom's re leaf, it did improve the braking.
