Is this a result of filing the lug edgesor did lugs come this way. If by filing than that a frame is worth considering buying. I seen this on many frames and it is what we tend to like about KOF frames. I checked with Davidson Handbuilt Cycles and asked how much they do on on their investment cast lugs which have thicker edge profile and was informed very little.
