Anyone heard of a Polch bicycle or frame?

I bought this and an older Faggin from an ex-racer from So. America who retired around 20 years ago. He bought the bike in So. Cal, and it might have been made there. I recall he said it was custom made as his hill-climb bike, so luckily in top condition and right at 20 lbs even, with full Campy and semi-Aero clinchers. HF hubs say 1984 but appear to have had a previous life. Fork is Vitus alum and there are no tubing stickers, only the name POLCH on head tube and downtube. Very nice work with minimalist semi-vert dropouts, windowed longpoint lugs and beautiful red-yel-blk fade paint job (I don't usually like fades but this one is done right). Name and colors would seem to be German, but I know, and have found, little else about this bike. Angles are quite steep, like multisport spec almost 76 degrees, and bb shell is plain-looking, Ital threaded. The bike climbs wonderfully, even as my knees almost graze my fingers riding out-of-saddle with hands on the uppers.

I'm really stumped here, as are the old timers at local shops. The bike's only slightly small for me (56cm, but short on top tube, largely ameliorated by the steep seat tube and 120 neck) so likely a keeper since I wouldn't expect high resale for such a strange bike.
