What in the world are we talking about? Taking a rag and Mothers Mag and cleaning up some scuffs and grime and making the part shine? Or grinding down a mm to hid a crack? If the part won't take a mild cleaning it should never be sold new. If you grind out cracks and deraillure wear grooves then you should be able to see the part has changed size and shape. I bought a set of NR arms from a fuzzy pic on Ebay a couple of yrs ago. The owner was surely a very sloppy rider, as both toe straps and the front cage ate at least 1-2 mms deep on both arms. I got them for pocket change and marked that as my mistake for buying from a fuzzy pic. But, armed with leather and Mothers Mag I can make any dull part look like new. If this hurts a part, then the piece should never be put on the market.
