Very likely Ciocc; I recall bidding on a frameset that I associated with being Swiss. Methinks there was also a Japanese trading company brand on some, a company well known for quality factory steel frames and builds
For sure the US bike and accessories chain retailer "Performance" distributed frames and may have built bikes where the tubes were said to be a composite glued into Alan lugs and bottom bracket shell, labeled Alan.. (Alum wrapped in fiber?) I bought an "oversized" tube frameset that originated from Performance, but painted, not anodized, and don't know the material, except for the seat stays, which were carbon fiber in clear epoxy.
