This falls into the category of, "Things that could be done but are not worth doing ...", generally, because its cheaper and easier to solve the problem in another way :

- buy a new spindle on ebay or elsewhere. If you're happy putting a phil BB inside a BB shell, a sugino 3P or 3S or whatnot spindle should not bother you either. Do this if the spindle is pitted.

- buy better cups (new or used) on ebay.

- buy a whole new bottom bracket on ebay.

- take the parts to a good machinest and get him to regrind the races and/or 'lap' the cups, so that they can be used some more. This is what you'd do, perhaps, with a 1930 bottom bracket.

- forget the 'vintage look' and realize that phil wood is an on-topic vintage part, and simply purchase a brand-new phil wood bottom bracket to solve your problem. Note that Phil wood bottom brackets can be fitted to ANYTHING, because they make all the ancient varieties of retaining ring ... even Chater-Lea.
