That was the Rhode Gear bottle Lou, makers of the 'Flickstand' and a stepped brake 'wedge' that you pinched between the brake lever and lever body to keep the bike from rolling and falling when leaned.

I think it was 1982. My frame didn't have bosses for a cage and I didn't want to damage the paint with the metal clamps that were available. It had a plastic clamp that fit around the downtube and didn't damage the paint. It also had a velcro pad and the bottle had the matching fabric to allow the bottle to grab the velcro without having to insert the bottle into a cage. I only used it for two years, then bought a new bike in 1984 that had two water bottle mounts on it. It never crossed my mind
to buy two of those velcro mounted bottles to mount the second on the seattube. I don't think I had seen anything like that at the time. Lou Deeter, Orlando FL USA
